Do you have a good understanding of corporate governance, compliance, risk and control, experience of leading tendering PSC and ECC frameworks and a real desire to work in a unique and historic environment? Then make the move to the House of Commons Property, Planning & Design team

The Parliamentary Estate consists of 37 buildings across approximately 240,000 square metres. It’s a mixture of freehold and leasehold properties and Parliament also leases commercial units to tenants. 75% of the Estate is listed, including two Grade 1 properties - The Palace of Westminster and Norman Shaw North. The Palace of Westminster also forms part of a UNESCO World Heritage site. The Property, Planning and Design team’s job is to provide high quality estate management and professional and technical support to the House of Commons, House of Lords and Parliament’s major building programmes. Join us, and you could soon be playing a vital management role within our team.

Your main focus will be on procuring and implementing new NEC3/4 consultant and contractor frameworks in collaboration with our Procurement and Commercial Services team. That will involve writing framework tender documentation, user guidance, training material and templates. Coaching and advising framework users in the preparation of contract strategies, drafting NEC3/4 Scopes, Works and Service Information and tender documentation in general will be important too. And, when it comes to supporting the relevant managers in the effective management and use of NEC3/4 consultant and contractor frameworks and service contracts, again, we'll count on you. Designing and developing a resource database, monitoring works and services and assessing them against scope or works information and analysing the performance of frameworks – you’ll be responsible for all of this, and more.

 To succeed, you’ll need Chartered Membership of either the Royal Institute of Chartered Surveyors or Chartered Institute of Procurement & Supply. You’ll also need a track record in a related role and experience of using computerised systems, including measurement packages, complex spreadsheets and project management applications. The ability to explain complex financial, contractual and procurement information in an easy to understand way is essential too, as is a flair for analysis and decision-making. A stickler for providing the very best customer service, you're someone who is able to quickly build rapport with a diverse range of people. What's more, you're a team player who enjoys developing collaborative relationships, supporting others and contributing to team decisions.
