Introduction 

The Strategic Estates (SE) team in Parliament takes great pride in caring for and improving the buildings and services that Parliament relies upon. This role sits within the People & Business Management team, which provides shared services to the Strategic Estates, Customer Experience & Service Delivery and Parliamentary Maintenance Services teams.

These 3 teams manage the day-to-day care of the Parliamentary Estate. They work together to deliver a comfortable, safe and efficient environment for Members, their staff and the staff of the House to work in, as well as provide a welcoming and functional environment for all visitors to the House of Commons.

The People & Business Management team supports our colleagues to plan ahead, learn and grow, help keep an eye on our finances, and communicate with our staff. With support from our HR Business Partner, we are a point of contact for staff feedback, questions or concerns. We also support the Managing Director and their senior leadership team.

The Role 

We are looking for a Business Manager (Learning & Development Lead) to support the three Estates teams in delivering key business management functions, including managing the delivery of strategic business and workforce planning, performance management, local audit and assurance, business continuity, emergency planning and risk management. Working closely with the Senior Business Managers, to also meet corporate and legal standards, and promote a culture of curiosity, integrity and continuous improvement.

Some of the responsibilities for this role include:

  • Manage the production/ documentation of the Estates teams’ business plans according to corporate deadlines.
  • Provide information, advice and guidance to leaders and managers on corporate templates and content requirements.
  • Work with managers to review team resource needs alongside complement data.
  • Lead on the production and monthly reporting of KPIs, as well as supporting managers to identify and develop new metrics.

Skills and Experience 

To be successful in this role you will demonstrate:

  • The ability to work under pressure and autonomously prioritise work to meet deadlines. Flexible in responding to changing requirements and circumstances.
  • Ability to set realistic objectives, monitor performance, give feedback and support development. Acts as a positive role model and promotes the culture of House – maintaining principles of equality, diversity and inclusion at all times.
  • Demonstrates an ability to develop, document, implement and continuously improve business processes.
  • Excellent problem-solving skills in technical and service delivery environments using logic, knowledge and sound processes to analyse information and find solutions.
  • Strong communication written and verbal communication skills, with the ability to demonstrate sensitivity in interactions with key stakeholders. Relays information clearly and concisely to different audiences.
  • Excellent interpersonal skills and experience of building strong relationships with people at all levels, with the confidence to challenge and persuade where appropriate.
