The Opportunity

The Deputy Portfolio Manager role is a leadership role within the Planning & Delivery directorate of PDS, responsible for supporting the definition, establishment, management, and continuous improvement of multiple work strands of digital change and the associated delivery support services.

  • overseeing the progress of Parliament’s Digital Portfolio, which includes supporting teams to deliver and working to swiftly remove blockers.
  • managing the overall investment budget, adhering to all aspects of relevant Parliamentary policy and guidance
  • managing high level dependencies across the Digital Portfolio, other PDS delivery initiatives and across Parliament.
  • central PMO consolidation of project and programme information and Digital Portfolio performance reporting.
  • effectively engaging and building robust relationships with stakeholders across the PDS and Parliamentary landscape to secure appropriate involvement to support successful delivery.

What You Need

  • experience of successfully delivering or supporting complex digital or technology projects, and good understanding of modern, agile project, programme, or portfolio methodologies.
  • experience of managing circa £5m budgets and contracts, meeting various financial and reporting requirements, adhering to all necessary compliance standards, reporting progress against targets and taking actions to resolve exceptions.
  • ability to manage, motivate and build the capability of staff working in a matrix management environment, including line management and team management.
  • experience of influence and persuasion at strategic / operational levels in a challenging and complex stakeholder environment, owning stakeholder relationships to ensure consensus is achieved.
  • understanding and supporting cultural change within a complex organisation and developing best practice whilst upholding the values of equality, diversity and inclusion.
  • the ability to pass security clearance, backed by the right to work in the UK

About The Team

Reporting into the Head of Digital PMO but with matrix management responsibilities to the Digital Portfolio Manager, the successful candidate will be expected to collaboratively facilitate and assure delivery in an effective and sustainable way, playing a significant role promoting and building greater capability and leaner, more effective practices.
