Introduction 

The Office of the Executive, headed by the Clerk of the House and the Director General (Operations), supports the Executive, and facilitates the delivery of strategic priorities across the organisation.

Our team comprises several key corporate functions, including communications, inclusion and diversity, resilience, election planning, restoration and renewal, an operations team for team services and private office support, and a delivery team to drive delivery of organisational initiatives and priorities.

This post will be part of the Commons’ Inclusion and Diversity team. The team works to provide a positive, inclusive working environment where people are valued for the skills and experience that they bring to work. This means making Parliament more accessible, diverse, free from discrimination and meeting the requirements of the Equality Act 2010.

The Role 

The purpose of this role is to deliver CLEAR Pathways, a culture change programme aimed at providing learning and development to support the career aspirations of Black, Asian and minority ethnic colleagues. In doing so, it forms part of the efforts to tackle the ethnicity pay gaps in Parliament.

Its successful pilot in the Strategic Estates and shared services teams has meant that other teams within Parliament have shown an interest in using the model to produce similar programmes within their teams.

The role has the following key deliverables:

  1. Set up CLEAR Pathways in teams across both Houses.
  2. Embed CLEAR Pathways as a long-term, strategic learning solution within both Houses.
  3. Future-proof the programme by developing financial and operational modelling that delivers reduced costs year on year.

Part of the role is to identify and embed its long-term position in serving both Houses. The postholder will play both a hands-on delivering role, and a consultative role to support Teams.

Some of the responsibilities for this role include:

  • Project management of CLEAR Pathways Programme.
  • Develop a Parliament-wide strategy towards embedding the programme, ensuring its principles and approaches are upheld.
  • Advise on best practices for delivery of future programmes.
  • Use coaching and leadership skills to inspire and motivate teams to deliver programs of impactful and sustainable culture change to address the ethnicity pay gap in Parliament.

Skills and Experience 

Qualification: A professional qualification in L&D or Organisational Behaviour (or equivalent work experience). 

To be successful in this role you will demonstrate:

  • Excellent knowledge of leadership and management models and research and how theory can be translated into highly practical advice, interventions and resources.
  • Significant experience of diagnosing, designing, delivering, and evaluating Learning and Development interventions for a variety of audiences.
  • Experience of implementing approaches based on modern workplace learning or 70:20:10, and a demonstrable awareness of non-traditional approaches to learning and performance support.
  • Experience of line management: agreeing deliverables, standards and deadlines, encouraging performance through both direction and coaching, facilitating development, building an effective team, and promoting a culture of diversity and inclusion.
  • Ability to influence and communicate effectively with a wide range of people through combining credible subject matter expertise with a strong focus on understanding people’s needs and tailoring advice and interventions to match.
  • Strong planning and organising skills, able to manage short and long-term demands, adapt plans in the light of changing circumstances, and employ proportionate project and programme methodologies.
