The House of Commons Library is an independent research unit. We give politically impartial briefing to MPs of all parties and their staff on a wide range of policy issues and legislation. We publish our research briefings online, and run a confidential enquiry service for MPs and their staff. Our published research is always impartial, always factual, and helps to support a well-informed democracy. As well as research services we support the work of MPs and their staff by providing access to parliamentary information and other resources.

The Library 2020 programme will transform the way in which the Library supports MPs and their staff.

The programme’s vision is for the Library to proactively support MPs and their staff by tailoring our expertise, and the package of services we provide, towards their core duties. The programme aims to create a series of ‘customer pathways’ to achieve this, informed by an ongoing customer research project. These ‘pathways’ will enable us to:

  • Determine against which of these core duties the Library should focus its specialist support;
  • Map how the Library’s resources and services come together to support each of these pathways (and how the Library’s own efforts tie in which House-wide services, as well as with external products and services);
  • Make clear how customers can most efficiently and effectively access the support they require according to the particular need they face.     

We hope to embed these pathways – both internally, among Library colleagues, and externally, among MPs and their staff – via a series of coordinated changes. These changes will most probably include updating the Library’s organisational KPIs, its Statement of Services and the Library’s communications strategy and marketing approach.


As the Digital Marketing and Product Manager you will take responsibility for creating new digital solutions to help deliver the Library 2020 programme’s aims, develop and deliver marketing campaigns aimed at MPs and their staff and lead on the creation of new products to support the programme.

You will work closely with the Head of Research Communications and the Self Sufficiency Lead, taking a strategic approach to communications to MPs and their staff, and embedding new tools and working practises into ‘business as usual’ communications. You will report to the Head of Research Communications, and work alongside the Research Communications Team.

The Person

  • Experience of making accessible digital content for diverse audiences, and using a target-led, data-driven approach to plan and deliver digital marketing campaigns.
  • In-depth understanding of the House of Commons Library’s products and services, and how they support MPs and their staff to do their jobs.
  • Proven experience of working productively with internal stakeholders, using excellent interpersonal skills, with the ability to establish positive working relationships and influence and persuade colleagues at all levels.
