We are looking for candidates that are passionate about learning and organisational development. You’ll be joining our team in the HR Office in the House of Lords as the Head of Learning & Organisational Development. The HR Office is responsible for all things people, and our L&OD team is responsible for organisational development, design and learning interventions. We’re looking for someone who wants to come in and make an impact by developing colleagues and culture across the House of Lords.

This is a position where you will be working at the heart of Parliament. In this exciting role you will have responsibility for working on L&D framework, including the core learning programme, and career development enablers such as competency frameworks and career pathways!

This is a fantastic opportunity for someone who enjoys being hands on with Learning & Organisational Development delivering engaging learning experiences leading strategic projects to support the People Strategy. This opportunity is hybrid with a mixture of working from home and onsite on the UNESCO World Heritage site of the Parliamentary Estate.

You’ll be responsible for

  • Leading, managing and developing the L&OD team of four, building an organisational capability alongside strategic capability-building projects.
  • Building collaborative relationships with senior stakeholders, understanding organisational learning and development needs.
  • Designing and developing interventions to support and enhance leadership and management
  • Budget oversight (£253k in 2024/25), tendering and commissioning external suppliers, and developing robust operational measures and evaluation mechanisms.
  • Foster a culture of continuous improvement within the L&OD function to ensure processes and practices are continually reviewed.
  • Work in partnership with the Business Improvement & Change Team on specific cultural change initiatives and organisational design reviews.

What we’re looking for

  1. A postgraduate qualification in a relevant discipline or equivalent expertise gained through work experience in comparable Learning and OD functions.
  2. Successful track record of leading or managing organisational development and learning functions, delivering operational services and capability-building projects.
  3. Demonstrable experience of designing and evaluating innovative OD and learning interventions that have improved performance and changed behaviour.
  4. Leadership and management: Proven ability to set a L&OD vision that supports strategic organisational aims, to identify appropriate activities and to manage, motivate and develop team members to deliver that vision.
  5. Planning and organising: Proven ability to deliver outcomes against multiple deadlines, using proportional project methodologies and amending plans in response to changing circumstances.
  6. Working collaboratively: Proven ability to engage effectively with stakeholders, including to promote co-creation and as a trusted expert to senior leaders.
  7. Communicating clearly: Demonstrable ability to convey key messages in writing and orally to a wide range of audiences, including delivering and facilitating learning events.
