Eligibility

This role is open to House of Commons, Parliamentary Digital Service and R&R Client Team employees only. 

Introduction 

The Registry Office, which is responsible for maintaining the four Registers in the House of Commons; the Register of Members’ Financial Interests, the Register of All-Party Parliamentary Groups, the Register of Interests of Members’ Secretaries and Research Assistants and the Register of Journalists’ Interests. The Commissioner oversees the work of the Registry Office, but day-to-day running of the Office is delegated to the Registrar (four staff including this post).

The Deputy Registrar (RMFI) is based in the Registry Office which comprises the Registrar of Members’ Financial Interests, two Deputy Registrars (one for the Register of Members’ Financial Interests and one for the Register of All-Party Parliamentary Groups and an Executive Assistant.

The Role 

The Deputy Registrar (RMFI) will work within a high-profile and fast-paced environment where accuracy, excellent communication skills and organisation skills are essential.

The post will support the Registrar in the maintenance and publication of the Register of Members’ Financial Interests and the Staff Register. The post involves providing advice to Members on Registrations, Declarations of Interest and the rules on Paid Advocacy. This includes the provision of written and oral advice.  

Some of the responsibilities for this role include:

  • Providing written and oral advice to Members on the application of the rules on the registration of financial and non-financial interests.
  • Providing written and oral advice to Members on the rules on declaration of interests and paid advocacy.
  • Being responsible for processing complex registrations in the Register of Members Financial Interests.
  • Deputising for the Registrar in their absence. 

Skills and Experience 

To be successful in this role you will demonstrate:

  • An understanding or ability to gain expert knowledge of the Standards system in the House of Commons, in particular the Code of Conduct and Guide to the Rules.
  • Experience of providing advice to a diverse set of Members, senior members of the House Administration and outside stakeholders on complex problems. Ability to produce clear, informative and accessible advice in accordance with the rules of the House.
  • Excellent written and oral communication skills. Experience of dealing with difficult situations with tact, professionalism and authority, while upholding the house values around diversity and inclusion.
  • Knowledge and experience of working with databases and understanding of IT systems for the collection of data.
