Introduction 

The Research & Information (R&I) team in the House of Commons is the home of the Commons Library, and the Parliamentary Office of Science and Technology (POST).

Excellent programme management enables teams to deliver upon their aims and objectives and projects to achieve successful outcomes. We are looking to recruit a Research Programme Manager to provide programme, project and administrative support to our Research teams, with the goal of coordinating and developing the services R&I provides for the benefit of Members and their staff.

The Role 

The role of the Research Programme Manager is an exciting opportunity to contribute to the development of Research and the support it provides Members and their staff.

This role is based in R&I’s Team Services, a central team that supports the whole of R&I on work related to people and culture, finance, assurance, strategy, and planning. The Research Programme Manager will be line managed by R&I’s Business Management Director and work closely with other members of Team Services, as well as with colleagues around R&I.

This role’s purpose is to provide programme, project and administrative support to Research. The Director of Research will help set priorities for the role and commission work for the role holder to undertake.

Some of the responsibilities for this role include:

  • Work with the Director of Research and Team Services colleagues to develop an annual Action Plan(s) to deliver priorities set out by the R&I Business Plan.
  • Enable colleagues within Research to lead and deliver projects by providing project management advice and support.
  • Assist the Director of Research and R&I’s Business Management Director with the organisation, administration and management of groups within and/or relating to the work of Research, including planning meetings and away days, setting agendas, and production of minutes.

Skills and Experience 

To be successful in this role you will demonstrate:

  • You are able to plan across a range of activities and stakeholders. You coordinate and monitor delivery of these plans and the outcomes they achieve.
  • You have experience of supporting the successful delivery of projects or tasks and are interested in developing your knowledge of project management approaches to do so. You are able to use data and other forms of information to guide your work.
  • You use your excellent people skills to influence, persuade and negotiate successfully at all levels. You communicate clearly and effectively to engage colleagues and stakeholders.
  • You have excellent administrative skills and understand the administrative needs of senior leaders and leadership groups. You prioritise between multiple, competing tasks to manage deadlines in changing circumstances.
