Introduction 

The Strategic Estates (SE) team in Parliament takes great pride in caring for and improving the buildings and services that Parliament relies upon. This role sits within the People & Business Management team, which provides shared services to the Strategic Estates, Customer Experience & Service Delivery and Parliamentary Maintenance Services teams.

These 3 teams manage the day-to-day care of the Parliamentary Estate. They work together to deliver a comfortable, safe and efficient environment for Members, their staff and the staff of the House to work in, as well as provide a welcoming and functional environment for all visitors to the House of Commons.

The People & Business Management team supports our colleagues to plan ahead, learn and grow, help keep an eye on our finances, and communicate with our staff. With support from our HR Business Partner, we are a point of contact for staff feedback, questions or concerns. We also support the Managing Director and their senior leadership team.

The Role 

We are looking for 2 x Senior Business Managers and a Senior Business Manager (Improvement Lead) to support the three Estates teams in delivering key business management functions, including managing the delivery of strategic business and workforce planning, performance management, local audit and assurance, business continuity, emergency planning and risk management. Working closely with the Business Management Director, and Assistant Director, to also meet corporate and legal standards, and promote a culture of curiosity, integrity and continuous improvement.

Some of the responsibilities for this role include:

  • To work closely with the Estates teams’ Directors (and their leadership teams) to ensure that business plans are developed and agreed.
  • To work closely with leadership teams to identify, assess, manage, monitor, and escalate their risks in accordance with the risk frameworks of both Administrations.
  • To work closely with Directors (and their leadership teams) to develop and agree workforce plans to deliver business objectives.
  • To support leaders and managers to develop inclusion and diversity objectives/ actions – as part of wider business and workforce planning approaches.

Skills and Experience 

To be successful in this role you will demonstrate:

  • The ability to plan and deliver high-quality work against tight deadlines in a challenging and complex environment.
  • Experience of managing and motivating a team, by setting realistic objectives, monitoring performance, giving feedback, and supporting development
  • An understanding of how to assess the impacts of change and how to maintain services and operational effectiveness when implementing major improvements in business environments.
  • Understands the complex needs of customers and other stakeholders – and keeps them in mind when taking actions or making decisions.
  • Excellent written and oral communication skills, including the ability to flex and adapt approaches to fit the needs of the audience and to facilitate group discussion.
  • Experience in building internal relationships and networks built on credibility and respect through excellent interpersonal skills and upholding the values of equality, diversity and inclusion at all times.
