The Role


The ICGS was launched in July 2018 in response to concerns about a culture of bullying, harassment and sexual misconduct in Parliament.


The ICGS HR Lead will have proven experience of dealing with cases of bullying & harassment and sexual misconduct.


The post holder will provide support to the independent investigators, using good knowledge of employment law, case law and HR best practice to ensure that the ICGS policies are implemented effectively and consistently across different members of the Parliamentary Community.


The post-holder would also assist in the development and review of policy, procedure and guidance in the areas directly relating to the newly implemented ICGS, both as part of the six-month review starting in January and working closely with the team responsible for responding to the Dame Laura Cox inquiry into bullying and harassment of staff of the House of Commons.




The Person


The successful candidate will have the following skills/experience:


  • Demonstrable significant experience of advising managers at all levels on complex employee relations cases, including those involving allegations of bullying, harassment and sexual misconduct, while respecting confidentiality



  • Good customer and business focus, with a successful track record of identifying and delivering practical and innovative HR solutions within the framework of organisational policies and procedures, including experience of informal resolutions



  • Excellent knowledge of employment legislation with an up-to-date understanding of relevant case law, a demonstrable understanding of the power dynamics of bullying, harassment and sexual misconduct cases and a commitment to promoting diversity and inclusion

 


  • CIPD accreditation (or an equivalent recognised body) and evidence of continuous professional development since qualification. MCIPD (or equivalent) would be desirable.
