The Opportunity

The Standards and Governance manager will be expected to work collaboratively with subject matter experts and standard and policy owners across Parliament and external bodies such as the Restoration and Renewal Delivery Authority. The delivery of standards in PDS is a key objective in the Information and Digital Strategy

  • leading on the delivery of the activities identified in the roadmap for information, data and digital standards for Parliament, managing and co-ordinating the portfolio of activities required from a range of stakeholders and multiple teams where you do not have direct line management responsibility. 
  • ensuring work aligns with other connected work in PDS and Parliament and managing the interdependencies accordingly, maintaining delivery momentum through solving issues and unblocking problems, and ensuring colleagues are working towards delivery commitments.
  • overseeing the standards work on behalf of the CTO, including extensive stakeholder engagement and relationship building across teams in PDS and Parliament more widely, and including spreading understanding of the standards work and its implications for teams in Parliament and an understanding of the political landscape of Parliament and programme and project environment in which standards are to be applied.
  • responsibility for establishing milestones and regular performance reporting of standards work against the Information and Digital Strategy to the Information and Digital Board.
  • responsibility for creating measurement and reporting of use of standards; NFRs and policies; and enforcement of their use in PDS and wider Parliament where appropriate. 

What You Need

  • experience of stakeholder engagement to develop and motivate others to deliver results in a high-pressured complex delivery environment, building and maintaining good relationships with stakeholders across Parliament and relevant external organisations promoting a culture of diversity, inclusion and equal opportunities. Strong relationship-building, influencing, and networking skills at all levels.
  • experience of successfully managing and delivering large and complex pieces of work and/or projects. Ability to think strategically with high-level problem-solving skills; an ability to spot linkages and dependencies and manage high-level risks and uncertainties.
  • ability to explain and present complex issues to a range of audiences, so that it’s tailored to a variety of audiences from standards users to senior colleagues and boards and groups. Possessing a high level of written and verbal communication skills so that the subject matter is presented via a variety of media, in a way that is easy to understand. The candidate should be able to challenge in a constructive and diplomatic way.
  • experience of governance and assurance processes, including applying programme and project disciples to provide structure to a programme of work. Provision of operational support at Director level, including enhanced briefing for relevant board meetings in relation to the strategic delivery of standards.
  • experience of planning and organisational skills, including the ability to approach challenges with intellectual rigour, work calmly and flexibly under pressure and manage competing priorities and changing deadlines. 
  • the ability to pass security clearance, backed by the right to work in the UK

About The Team

The post holder will report to the Chief Technology Officer in the Office of the Managing Director. They will be required to be highly collaborative, working across multiple areas of PDS and Parliament.
