The Role  

The Finance, Portfolio and Performance (FPP) team is critical to supporting a thriving Parliamentary democracy. We play a leading role in delivering the House of Commons’ Strategy through business and financial planning, monitoring performance, supporting the delivery of projects and programmes across Parliament, and promoting innovation and improvement. Equally important are the financial services, systems, accounting, reporting and Members’ services that we provide to keep the House of Commons Service working effectively on a day to day basis.

The purpose of the role is to ensure that Parliament delivers its Medium Term Investment Plan, thereby helping the two Houses to implement their strategies;  to lead the Enterprise Portfolio Management Office with the objective of significantly improving programme and project planning and delivery across Parliament, and the Innovation and Improvement team.  To act as Chief Advisor to the bi-cameral Joint Investment Board and Head of Profession for programme and project management across Parliament. The EPMO is jointly funded by the House of Commons and House of Lords and reports to the Joint Investment Board, Chaired by the DG House of Commons, on its performance.  The EPMO provides portfolio management and assurance across the Parliamentary portfolio of programmes and projects.

The Person

The successful candidate will have the following skills/experience:  

• Ability to lead portfolio management in a complex organisation.

• Evidence of making timely, well-judged decisions, taking into account corporate priorities and constraints.

• Experience of working with and influencing multiple stakeholders (including senior stakeholders), with demonstrable skills to negotiate effectively, recognise and handle issues with sensitivity, balance differing interests with tact and diplomacy.
